Has anyone tried any after market fuel controllers for their post 2013 Urals?  I'm looking into doing something like that on my 2015 Gear Up because it runs very rich when first started in the morning and takes some time to warm up.

Sounds like it may be working properly.
I know that on the Harleys Fuel Injection it is Nothing at all like Carbureted.

I have heard that the California emissions control takes a bit out of the fuel millage.  I don't know if this is true but I am hesitant to try anything that might destroy the reliability of this particular bike.  I have put on almost 7600 km since I purchased it last year and have had no issues except three flat tires.  However, I am looking into any information that might prove to be useful.

And all of my indicators point to California emissions controls run engines Very Lean...Too Lean to suit me...
Running rich is exactly counter to lowered emissions!!!

Having ridden three per-production Urals with experimental fuel injection systems (two at the Ural Factory in Irbit, Russia), plus two US-developed versions, I'd be really happy with today's production Ural FI system.
The design has come long way!

Probably the best option for me at this time is to just let things be.  Like I said, this particular bike is very reliable, having already taken it on three rides of over 500 km each with no issues.  Thanks for your bike wisdom and advice.

You could adapt a Megasquirt fuel injection controller to your F.I. Ural and have complete control over your fuel/air mixture.

THE BOOK OF URAL
Chapter 5, Verse 3
....And some time after the question was asked, a reply as heard from the frozen lands in the east.
Verily, It said:  " If it is not broken, thou shalt not dick with it!"
And the advice was good.

Not exactly sure what you are looking for, but Dobeck makes an EFI tuner specifically for 2014 and newer Urals.

I am certain this is good advice and it is what I think I shall follow.
