Issue resolved: though it does not seem to be common knowledge even for Ural buffs, for a few years, including 2000, there was no reverse throw set-screw. It's absence show up in the repair manual for 1999-2001 Urals. Adjustment is achieved by fiddling the two screws on the left side of the case that control forward-shifter throw. Kind of like advanced dental surgery.
